Go to either Lost Lure Creek of Saltwater Shores. Once you're near the fishing area in either location your villager/camper will get his fishing rod out automatically.
Cast your line into the water, targeting the shadows of fish.
When a fish has bitten an exclamation mark will appear on the screen. Tap the screen to instruct your villager to catch the fish. Be quick or the fish will escape.
