A photo mode for Death Stranding was previously announced for the PC port of the game, due to release this Summer. Now, Kojima Productions has said that they will add photo mode to the PS4 version of the game as well.
The announcement comes through the main Kojima Productions Twitter account today, on March 24. The photo mode will allow you to temporarily suspend the game at any point, even within cutscenes, and line up the most scenic shot possible.

Kojima Productions has recently been showing off the photo mode in action for the PC version of Death Stranding. You can see a demonstration of the photo mode in full just below, and we'd assume the photo mode on the PS4 version of the game will have all the same functions as the PC version demoed below.
The PC version of Death Stranding releases on July 2, 2020. It'll be arriving on both the Epic Games Store and Steam, so you don't have to worry about exclusivity of any sort on the PC side of things.
