Destiny usually celebrates Halloween with a themed, "Festival of the Lost" event. Unfortunately that won't be the case for Destiny 2's first year.
Usually during the Festival of the Lost, the Destiny social hubs get a spooky makeover, and Halloween-themed items are handed out. Guardians can complete themed quests and earn cosmetic items like paper masks which feature the faces of Destiny enemies and bosses.
Sadly there will be no celebration this year. As Bungie's community manager David Dague confirmed the news over the weekend via Twitter, Dague revealed the news to a Destiny player asking about this year's Halloween event.

With a PC release close by Bungie is probably focusing its resources into making sure there's a second smooth launch for Destiny 2 this year. Also, a host of bugs and glitches have been popping up since the game first launched on console, so Bungie probably has a lot of housekeeping to take care of still.
Instead, Destiny 2's first seasonal event will be the winter-themed Dawning, which will return to Destiny 2 but with snowball fights, ice hockey, seasonal armor and cosmetic items.
